Mr. Houston has worked in a wide range of competition and regulatory matters since joining NERA in 1989. His competition policy work in Australia and New Zealand principally revolves around the activities of the Australian Competition and Consumer Commission and the New Zealand Commerce Commission, both of which number amongst his clients. Mr. Houston’s work spans a wide range of industry sectors and involves merger clearance advice, access to bottleneck facilities, and enforcement proceedings in predatory pricing, anticompetitive bundling and pricefixing matters. Mr. Houston has acted as expert witness in competition and regulatory proceedings before the courts, in various arbitration and mediation processes, and before regulatory and appellate bodies in Australia, New Zealand, the Philippines, and the United Kingdom.
