Mr. Houston has extensive experience in the economic analysis of markets and the provision of expert advice in litigation, business strategy, and policy contexts. He is Head of NERA's Australian operations, which he founded after transferring from London in 1998. Prior to joining NERA, he worked in finance and government.
At NERA, Mr. Houston has directed a wide range of competition and regulatory economics assignments. His work in the Asia Pacific region focuses on the activities of the Australian Competition and Consumer Commission, the New Zealand Commerce Commission, and other antitrust and regulatory agencies-many of whom are also his clients.
Mr. Houston has advised a wide range of clients on merger clearance processes, access to bottleneck facilities, economic regulation, and enforcement proceedings involving allegations of predatory pricing, anticompetitive bundling, and price fixing. His industry experience spans the electricity and gas sectors, as well as the payment networks, retailing, telecommunications, building supplies, aviation, water and wastewater, rail transport, and port services sectors. He has acted as expert witness in antitrust and regulatory proceedings before the courts, in various arbitration and mediation processes, and before regulatory and appellate bodies in Australia, New Zealand, Singapore, Fiji, the Philippines, and the UK.
