Paul Hofer
Associate Director
Mr. Hofer has experience in UK, EC and German competition policy cases as well as competition inquiries in various other European member states, Africa, and Asia. He has advised on a number of high profile cases before the UK Office of Fair Trading, the UK Competition Commission, the Merger Task Force at the European Commission, and various foreign competition authorities. Mr. Hofer has extensive knowledge of market segmentation, the unilateral effects doctrine, tacit collusion models, and portfolio power theory. In the course of his work, he has applied econometric testing techniques, developed calibrated merger simulation models, computed international price comparisons, and worked with databases in connection with market delineation. He was previously Economist and Senior Economist at LBE, the Oxford based competition economics consultancy, until its acquisition by NERA in 2002.
